In short
One is for striking and for binding marriages, the other commands the demon clans; together they are Nüwa’s usual pair in Honghuang fiction.

The story

Nüwa kept the Red Embroidered Ball and the Demon-Summoning Banner in the Wahuang Palace. After King Zhou had insulted her with his poem, she had a boy unfurl the Demon-Summoning Banner; its wind carried to the four quarters, and the three demons of the tomb of Xuanyuan came to the palace at the summons.

Once the three had gone into Chaoge on her orders, the Demon-Summoning Banner was put away again. The Red Embroidered Ball stayed before Nüwa’s seat and appears in later tellings when she goes out to check a demonic disturbance or joins a contest among saints.
